My name is Miro Verschoor. I specialise in Dutch and European procurement law. Drawing on this expertise, I advise and litigate on all aspects of procurement: designing tender procedures, drafting and assessing tender documents, testing situations in relation to exceptions under procurement law (such as extreme urgency, quasi-in-house arrangements, horizontal cooperation and the lack of competition for technical reasons) and conducting complex preliminary relief proceedings and proceedings on the merits. In this capacity, I act on behalf of both contracting authorities – including local and regional authorities and autonomous administrative bodies – and tenderers.

 

In addition, I advise local and regional authorities, such as municipal or provincial authorities and water boards, on the structuring of financial relationships and transactions. I ensure that they can be confident that these relationships and transactions comply with state aid law and the Public Enterprises (Market Activities) Act.

 

Before joining Nysingh, I studied Business Law at Radboud University and worked for a law firm in Amsterdam. After graduating, I worked for six months as a legal assistant at Nysingh

 

I work with precision, clarity and pragmatism. My aim is to break down complex legal issues into practical options that clients can actually use to move forward. I also believe it is important to align closely with the administrative and organisational context in which public authorities and companies operate.
